Many public water sources have scheduled line flushing a couple of times/year. During this disinfection period, the sanitation chemical content is increased.

For example, Delray Beach has posted this notice, which includes a warning to those with aquariums or holding tanks.

Your local water utilities office should be able to give you this information.
